He has been a lecturer at the School of Postgraduate Studies on Public Administration at the University of Bologna, the University of Rome “La Sapienza”, and the Faculty of Engineering at the University of Palermo, and has taught Administrative Law at the Scuola Superiore Sant’Anna in Pisa and the Faculty of Political Science at LUISS University in Rome.
First a state legal adviser and then a member of the Italian Council of State, he is the author of numerous publications regarding administrative organisation, administrative justice, the organisation of the education system and the autonomy of educational institutions. He has been head of cabinet for the Ministers Mattarella (Education), Iervolino (Education) and Ciampi (Budget and Treasury), and legal adviser for Mattarella when he was Minister for Parliamentary Relations. He was Secretary General of the Italian Prime Minister’s Office during Prodi’s 1st government, Secretary General of the Council of State, and special government commissioner for the completion of administrative federalism. From 18 May 2006 to 8 May 2008 he was part of Prodi’s second government as Undersecretary for the Ministry of the Interior, with responsibility for the civil service.
After having been Section President, on 23 December 2015 he was appointed President of the Council of State as of 1 January 2016.
